After reaching Wellington, Ho Keung and Yin Ping drove to Wellington Botanic Garden, Dominion Observatory (since 1907) and later to the Cable Car Terminal which were all high above the city.From the terminal, they could see a better view of the harbour, the belt of the tall buildings along the coast, the low private houses on the hills and the distant lands.

You are right, the city of Wellington is built between the forest hills and the harbour. A lot of the houses are wooden but well maintained.
Wellington people are very proud of their harbour, may be the Hong Kong and Sydney people do not think it really special.
All the cities in New Zealand are much smaller than Sydney. We know of a family who has migrated to New Zealand is happy about the short distance of travelling when going out.
As far as modernisation and advancement in technology are concerned, few cities can match Hong Kong.
